China Railway Urumqi Group Co., Ltd. Makes All-out Efforts for Poverty Alleviation in Targeted Villages

  Aiming at registered poverty-stricken households, China Railway Urumqi Group Co., Ltd., has implemented the poverty alleviation strategy featuring developing industries with local characteristics, rural infrastructure construction, technical and cultural education/training and railway resource development. It enhanced the efforts to help promote the employment and income of the poverty-stricken people, ensuring that the four targeted poverty alleviation townships in Hotan County, Xinjiang can be alleviated from poverty.

  According to the reality of poverty-stricken villages, China Railway Urumqi Group Co., Ltd. has determined the industries with local characteristics for poverty alleviation. In particular this year, it has made every effort to organize and promote 11 targeted assistance projects, including the cultivation and breeding of featured species such as grapes, walnuts and multifetal sheep, the production and processing of featured foods such as dried fruits and nutritious Naan, and featured catering such as ethnic snacks. China Railway Urumqi Group Co., Ltd. has successively invested RMB 7.73 million and built the "Huochetou" multifetal sheep farm, "Huochetou" Naan cooperative, "Huochetou" catering plaza and "Huochetou" farmer's market, initially forming an industrial development pattern of "one village, one feature". A total of 462 poverty-stricken households have been helped, and 205 poverty-stricken people have been employed. The village-based cadres have helped poor villages sell RMB 7.14 million of agricultural products, fully playing their roles

  Since the beginning of this year, China Railway Urumqi Group Co., Ltd. has put 22 special trains for tourism in operation in Xinjiang, successfully operating the Urumqi-Korla and Urumqi-Aksu trains (departing at night and arriving in the next morning). The interurban trains between Kashgar and Hotan have also been favored by passengers. China Railway Urumqi Group Co., Ltd. also cooperated with tourism enterprises and local scenic spots to carry out caring activities and donate materials to targeted poverty alleviation villages. Meanwhile, China Railway Urumqi Group Co., Ltd. accelerated the construction of Hotan-Ruoqiang Railway, employing more than 190 local labor force and gaving priority to the rental and purchase of local equipment and raw materials. It built the new Kashgar North Freight Yard, rebuilt the Hotan Freight Yard, and rebuilt and expanded the Aksu Freight Yard. It also optimized the distribution of freight handling stations in poor areas. China Railway Urumqi Group Co., Ltd. continued to increase preferential policies for ensuring the supply and transport of electricity-fired coal and domestic coal in southern Xinjiang, saving more than RMB 200 per ton of coal for the masses. It is expected that the annual increase in coal transport will reach 20%, and the export of cotton, grain and other products will reach 18%.

  This year, China Railway Urumqi Group Co., Ltd. focused on strengthening infrastructure construction in targeted poverty alleviation villages, investing RMB 2.07 million to build village-level cultural fronts and caring nurseries for poor villages. In May this year, China Railway Urumqi Group Co., Ltd. launched the rural vitalization strategy construction project in full scale, investing RMB 5.2 million in the construction and renovation of infrastructure for people's livelihood. It took more than 50 days to build 4 new village committee office buildings, 28,279 square meters of new villager squares and landscape squares, new "Huochetou" farmers' markets and "Huochetou" catering plaza. It also built 412 garden sheds for villagers, rebuilt the toilet and connected the water supply and drainage in 1,574 households with 1,510 sets of electric water heater for showering installed.

  China Railway Urumqi Group Co., Ltd. pays attention to the combination of "spirit lifting and skill training" to stimulate the endogenous motive force in poverty alleviation. It sent 84 technicians to provide training of breeding and planting techniques for as many as 5,904 poverty-stricken people in key agricultural seasons, thus transforming the poverty alleviation work from "blood transfusion" to "hemopoiesis".
